Goodman to Retire as Idaho Human Rights Commission Director, New Director Named

Idaho Human Rights Commission Director Linda Goodman will retire Aug. 26 after nearly 30 years of service to the commission as a civil rights investigator, senior investigator and certified professional mediator. She was appointed director and administrator in 2014.

Benjamin Earwicker, Ph.D., has been appointed by the commission to succeed Goodman as administrator, effective Aug. 27, 2017. 

During her tenure, Goodman handled more than 6,000 cases as mediator and investigator. She was trained as a mediator at the Straus Institute of Dispute Resolution at Pepperdine University and received her professional certification as a mediator in 1996. Goodman was a founding board member of the Idaho Task Force on the Americans with Disabilities Act (ADA), has served on the Mayor’s and Governor’s Committees on the ADA and represented Idaho on the Northwest ADA Advisory Committee.

As administrator of the IHRC, Goodman developed and expanded the commission’s mediation program as an alternative path to full resolution of discrimination complaints and has earned recognition by the federal Equal Employment Opportunity Commission for the IHRC’s thorough, fair and impartial investigations and legal determinations. 

Earwicker joined the IHRC as a bilingual civil rights investigator and mediator in January 2016 and has worked closely with Goodman on expanding the commission’s educational outreach efforts. He also represents the commission as secretary on the board of the International Association of Official Human Rights Agencies.

Before joining the IHRC Earwicker served as a faculty member and administrator at universities in the United States and New Zealand for 13 years, served as a social worker for the State of Idaho and the Idaho Migrant Council and ran a small business for 10 years.

He holds a doctorate in Spanish and Latin American Studies and a Master of International Studies from the University of Otago in New Zealand and Bachelor of Arts degrees in psychology, social work, Spanish and international studies from Northwest Nazarene University.
