SPECIAL NOTIFICATION:  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.


The Program Quality Manager provides statewide leadership and oversight for assigned Idaho CTE programs, by enhancing secondary and postsecondary teacher and program quality, leading to improved student achievement and success.  This position reports to the Directors of Secondary and Postsecondary Education and works to positively impact the transition of secondary CTE students into postsecondary technical programs.

Facilitate High Quality Career & Technical Education Programs
Provide technical assistance and program support by:

  • Delivering technical assistance and resources to educators and other CTE service providers in assigned CTE program areas, directly impacting students in grades 7-14.
  • Effectively communicating information on behalf of Idaho Career & Technical Education to district and institution administrators in all educational regions of Idaho.
  • Work cooperatively with Idaho CTE staff to ensure all CTE funded programs meet objectives and state and federal requirements.
  • Work cooperatively with CTE instructors; professional groups; business leaders, schools and colleges.
  • Work collaboratively with CTSO Managers to provide oversight and technical assistance to local schools and technical colleges related to student organization development, management and state advisor responsibilities.
  • Providing leadership and guidance to CTE program instructors, administrators, career counselors and transition coordinators in all educational regions of Idaho.
  • Manage program area budget, resource allocation, standards development, program and pathway planning.
  • Facilitate the development of secondary program standards and program Technical Skills Assessments.
  • Facilitate postsecondary program horizontal alignment meetings and provide technical assistance to implement program changes and develop statewide articulation agreements.
  • Develop teacher and administrator professional development opportunities at Idaho CTE “Reach” Summer Conference or when appropriate.

Create and Maintain Online Resources

  • Develop and promote online resources to support the work of Idaho CTE programs and Career & Technical Schools.  Maintain CTE webpage content associated with these resources to facilitate the ease of use.
  • Develop and promote workplace readiness resources that support the work and vision of Idaho CTE.
  • Collaborate with Idaho Digital Learning when necessary to develop courses for CTE Digital.

Provide Oversight and Reporting

  • Adhere to Idaho Code, Idaho Administrative Procedures Act (IDAPA) code and Idaho Career & Technical Education policy to provide oversight for CTE programs statewide.
  • Interpret federal and state laws and policies related to Carl Perkins and Workforce Innovation and Opportunity Act (WIOA); apply and provide technical assistance as required.
  • Monitor all assigned CTE programs for program quality.
  • Manage travel budget and P-card expenditure assurances.
  • Use Idaho CTE resources to manage and approve funding for CTE programs.
  • Manage grants and activities related to CTE teacher professional development activities throughout the year.
  • Report to CTE leadership CTE teacher pipeline needs in Idaho; work with leadership to meet the needs of secondary and postsecondary CTE schools and programs.

Other Duties as Assigned, including:

  • Supervise support staff
  • Required travel

Minimum Qualifications

Candidates must qualify for or be willing to work towards an Idaho Career & Technical Education Administrator Certificate; master’s degree preferred (or equivalent work experience) with a minimum of three years teaching experience in program area. Candidates must effectively demonstrate knowledge and experience in the following areas: organizational leadership and management; strong interpersonal skills; supervision, budget, grant, and contract administration; technical education standards interpretation; curriculum development; interpretation of state and federal law; written and verbal communication skills, and computer skills.
