SPECIAL NOTIFICATION:  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

The Idaho Barley Commission is seeking applications
from qualified individuals for the position of Administrator.

The position is located in either Boise, Idaho or Idaho Falls, Idaho.


Salary:
Salary for this position is negotiable, depending on qualifications.

Technical Job Responsibilities:

  • Develop and execute grower and public relations strategies, including press releases, opinion/editorials, newsletters, articles, special presentations and social media.
  • Develop and maintain industry relations, including attending industry meetings, as needed.
  • Research, write and design newsletters and prepare technical-related information for other industry publications.
  • Develop, monitor and evaluate research proposals, in collaboration with agricultural scientists.
  • Help develop and evaluate domestic and international marketing plans and monitor/evaluate program effectiveness.
  • Collect, analyze, manipulate and present statistical data in both narrative and graphical formats.
  • Prepare weekly grain marketing reports.
  • Prepare statistical analyses of barley prices, exports, imports, supply and demand data, using computer spreadsheets.
  • Prepare and present technical reports at producer meetings and workshops.
  • Monitor and analyze federal farm and trade policy developments and determine the importance and impact on Idaho and US barley industry.

Administrative Responsibilities:

  • Hire and supervise administrative support staff.
  • Conduct performance evaluations of support staff.
  • Coordinate work schedules and project timelines.
  • Prepare and coordinate weekly communications with commission members.
  • Prepare and present materials at commission meetings.
  • Maintain minutes of commission minutes, and other special industry meetings, as requested.
  • Authorize, monitor and account for all commission funds.
  • Develop and oversee annual budget.
  • Develop and monitor achievements under long-term strategic plan.
  • Maintain professional conduct and relationships with commission members, industry partners and general public.

Minimum Qualifications:

  • Bachelor’s Degree with minimum of five years experience in a related field, or minimum of 10 years experience with cereal grains or demonstrate equivalent experience.
  • Must be willing to travel in-state and out-of-state; travel obligations can be extensive at certain times of the year.

Applicants should demonstrate knowledge, skills and abilities in the following areas:

  • Knowledge of the barley industry and Idaho agriculture in general.
  • Knowledge of US grain production, and US barley in particular.
  • Knowledge of US and global grain marketing systems.
  • Knowledge of federal farm programs, including support payments, conservation programs and regulatory compliance.
  • Knowledge of transportation flows of US agricultural commodities.
  • Ability to communicate effectively, both orally and in writing, to a diverse audience.
  • Ability to plan, organize and execute programs in specific areas of research, market development, risk management, transportation and industry services.
  • Ability to prepare and monitor budgets.
  • Ability to write grant proposals.
  • Understanding of publicly funded agricultural research and ability to oversee research funding contracts.
  • Understanding of both domestic and export agricultural marketing.
  • Excellent oral and written communication skills, with focus on social media.
  • Experience independently managing an organization or association, with emphasis on personnel supervision, budgeting and board communications.
  • Experience in stakeholder and public relations, with an emphasis on producer and industry outreach.
  • Experience in office administration, including budgeting, communications, policies and procedures.
  • Experience in personnel management.
  • Experience in prioritizing and managing a diverse workload.
  • Experience in budget planning and management.
  • Experience in agricultural marketing programs.
  • Experience in agricultural research programs.
