The Idaho Department of Health and Welfare is seeking an Automated Systems Specialist to support the Division of Family and Community Services' (FACS) Automated Information System, iCARE. The incumbent should possess exceptional critical thinking, problem solving, communication, and interpersonal skills. Applicants who have experience writing requirements, testing, or providing support of an automated system are encouraged to apply. 

This position may require some statewide travel, up to 25% of the time.

This announcement will be used to fill the current vacancy in Boise only. If you have previously applied for Program System Specialist - Automated and wish to be considered for this vacancy, you must reapply under this announcement. Previous scores will not be used.

Responsibilities:

  • Analyzes, plans, coordinates, and monitors the development, modification, and implementation of the automated system for a major statewide program.
  • Writes business requirements for automated information system.
  • Support system users locally and statewide.
  • Analyzes, interprets, and monitors federal and state regulations/policies for system impact and identifies and recommends implementation methods, procedures, and time frames.
  • Determines and monitors priorities for system enhancements.
  • Identifies and recommends enhancements and modifications to the automated system.
  • Develops detailed test criteria, writes test cases, and conducts/oversees testing.
  • Identifies cases meeting specific test criteria and ensures cases cover all testing criteria.
  • Provides backup for support to helpdesk; works with social workers via phone and email to resolve technical issues.
  • Participates in daily scrum.

Minimum Qualifications:

  • Some knowledge of training methods.
  • Experience interpreting and applying laws and regulations.
  • Experience analyzing system output data and data integrity.
  • Experience researching, identifying, and independently resolving automated case processing problems.
  • Experience providing technical assistance to the programs automated system users.
  • Experience translating technical material into easily understandable oral and written communications.

Additional Qualifications: Are not required; however, having the education/experience and meeting the minimum qualifications will increase your score.

  1. Good knowledge of Agile software development methodology. Typically gained by at least two years of experience participating on a team that utilized any of the following Agile methodologies: Scrum, Scrum-ban, Lean software development, Extreme Programming (XP), or related methods.
  2. Experience supporting and/or using a complex business system, preferably a case management system. Typically gained by one or more years of technical or operations support of a business system.
