The Idaho Department of Health and Welfare is seeking a Health Program Specialist for the Public Health Preparedness and Response Program, Division of Public Health.

Duties involve managing the Healthcare Preparedness Program (HPP) grant, ensuring compliance with programmatic requirements, developing sub-grants for the Public Health Districts, as well as compiling and completing federal reporting forms. The Healthcare Preparedness Program is a federal program that supports the Idaho healthcare system including Healthcare Coalitions in preparing for, responding to, and recovering from disasters.

This announcement will be used to fill the current vacancy in Boise only. If you have previously applied for Health Program Specialist and wish to be considered for this vacancy, you must reapply under this announcement. Previous scores will not be used.

Responsibilities:

  • Lead for the Healthcare Preparedness Program
  • Develops and implements new program initiatives to meet the HPP capabilities
  • Prepares federal grant application
  • Participates in the development of the HPP budget
  • Coordinates the development of the annual workplan
  • Ensures the program complies with federal performance standards
  • Negotiates and monitors sub-grants with the health districts
  • Primary contact for HPP funded projects
  • Provides HPP input for strategic planning
  • Serves in an assigned role in the Emergency Operations Center

Minimum Qualifications:

  • Some knowledge of public health practices; survey methodology and statistical procedures used to collect, analyze, and interpret data.
  • Experience managing projects.

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

  1. Experience developing and coordinating programs. Typically gained by at least one year of experience planning, developing, recommending, and implementing program objectives, priorities, policies, and procedures.
  2. Experience implementing program evaluation methods and analyzing findings. Typically gained by at least one year of related professional experience.
  3. Experience developing and managing grants or contracts. Typically gained by at least one year of related professional experience OR by completion of related grant/contract training or coursework.
  4. Experience developing and monitoring program budgets. Typically gained by at least one year of experience developing procedures and monitoring a budget which included allocating expenditures, reconciling accounts and making fund transfers, or supervising these functions.
  5. Experience working in Emergency Management. Typically gained by at least one year of experience working in Public Health Preparedness and Response, emergency management, or as a first responder.
