The Idaho Department of Health and Welfare is seeking a Licensing and Certification Program Supervisor for the Division of Licensing and Certification, Bureau of Facility Standards.

The Bureau of Facility Standards, in cooperation with the Centers for Medicare/Medicaid Services (CMS) and the Department of Health and Welfare, serves and protects Idahoans requiring health-related services, supports, and supervision in care facilities by:

  • Promoting each individual's rights, well-being, safety, dignity, and highest level of functional independence;
  • Enforcing compliance with state rules and federal regulations; and
  • Providing information and education.

The Bureau of Facility Standards licenses and certifies health care providers/suppliers following state and federal regulatory requirements, as applicable. The bureau also conducts complaint investigations relating to these providers/suppliers.

This position requires licensure as a Registered Nurse in Idaho, or state licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418, or licensure as a social worker (LSW), or licensure as a registered dietitian (LRD). 

This announcement will be used to fill the current vacancy in Boise only. If you have previously applied for Licensing and Certification Program Supervisor and wish to be considered for the current vacancy, you must reapply under this announcement. Previous scores will not be used.


  • Hires and trains staff and evaluates performance
  • Monitors program effectiveness and compliance with laws and regulations and recommends program changes
  • Coordinates and directs complaint investigations
  • Supervises and monitors facility/provider inspections and determinations of eligibility for state licensure and/or certification or recertification for Medicare/Medicaid participation
  • Conducts inspections in sensitive or problem situations
  • Participates in surveys to monitor staff consistency and performance
  • Analyzes strategic planning guidelines and requirements and recommends activities, plans, and timeframes for meeting all requirements
  • Directs public participation sessions and compilation of input
  • Makes presentations to groups
  • Supports and participates in Federal IDR process and ALJ hearings and in state administrative hearings

Minimum Qualifications:

  • Licensure as a Registered Nurse, or Social Worker, or Registered Dietitian in Idaho; or state licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418. For nursing licensure information, please contact the Idaho Board of Nursing at
  • Some knowledge of management practices
  • Experience evaluating health diagnostic procedures; reviewing and interpreting patient treatment plans and medical records
  • Experience reviewing for compliance and implementing state or federal laws and regulations related to the licensure and certification of health care facilities under Medicare and Medicaid regulations
  • Possess a valid Idaho driver's license

Additional Qualifications: Are not required; however, having the education/experience and meeting the minimum qualifications will increase your score.

  • Good knowledge of Microsoft Outlook and Microsoft Word programs. Typically gained by at least one year of experience using both of these programs, or other similar programs.
  • Experience using ASPEN, ACTS, MDS, and AEM programs. Typically gained by at least one year of experience using one or more of these programs, or other similar programs.
