DEQ is committed to protecting human health and the quality of Idaho's air, land, and water.

The Water Quality Division is filling two (2)  positions for a IPDES Permit Writers.  These positions will  focus on drafting and issuing individual permits for both municipal and industrial dischargers.  These permit writers will work in conjunction with the Municipal and Industrial permit specialists

Principal Responsibilities:

  • Assess submitted IPDES applications for completeness
  • Draft IPDES permits and fact sheets for major and minor municipal and industrial wastewater facilities
  • Generate responses to Public Comments on proposed permits
  • Collect historic stream flow data, analyze flow data, and document model results
  • Organize and lead public meetings to address public concerns and answer questions on proposed permits
  • Coordinate with wastewater and surface water program staff on both municipal and industrial permit issues
  • Work with AG's office on permit appeals as they arise
  • Answer municipal and industrial permitting related questions from regional office staff and external clients
  • Customer service to both internal and external customers
  • Act as a Quality Assurance Officer for project plans

Minimum Qualifications:

  • Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, at least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

  • Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Specialty Minimum Qualifications (required for this position): 

  • WATER - Clean Water Act (3012): I have approximately two (2) years of fullĀ time work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules.

Desirable Qualifications (the education and/or experience below is not required but may increase your score):

  • Experience in program management.
  • Experience in regulation, rule, and/or policy development.
  • Experience preparing and presenting written and oral reports.
