CRB Program Analyst

The Air Quality Division is filling a position for a Crop Residue Burning (CRB) Program Analyst.  This position will focus on reviewing and approving CRB burn registrations, processing CRB refunds, providing back up for CRB burn decisions, supporting development of enhanced documentation conclusions to improve decisions, and will assist with Wildfire season response.

If you meet the minimum qualifications for the Analyst 3, please apply under this Analyst 3 announcement.  If you meet the minimum qualifications for an Analyst 2, please apply under the Analyst 2 announcement.  The position may be underfilled at the Analyst 2 classification which may be used for recruitment and training purposes for the Analyst 3 position.  Upon successful completion of a training plan and when minimum qualifications are met to carry out the duties of an Analyst 3 the employee may be promoted to that classification and compensated accordingly.

Principal Responsibilities:

  • Maintain multiple DEQ Agricultural smoke management related Standard Operating Procedures
  • Principle participant on CRB continuous project improvement team.
  • Support Crop Residue Burning Daily Decision and Communications
  • Assist with the development and implementation of field staff training
  • Conduct After Action analyses of Crop Residue Burns when needed
  • Primary lead for the development of the annual DEQ Crop Residue Burning report
  • Track and report regional and program Crop Residue Burning Program budget expenses
  • Support Crop Residue Burning enforcement action documentation and development of support materials when needed
  • Provide support for regional Crop Residue Burning outreach and education efforts

Minimum Qualifications:

  • Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, at least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

  • Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Specialty Minimum Qualifications (required for this position): 

  • Environmental Rules and Regulations (5647): Knowledge of environmental rules and regulations gained through successful completion of at least one (1) college level course covering topics related to interpretation and application of federal and/or state environmental rules; OR at least six (6) months experience involving interpretation and application of federal and/or state environmental rules.
  • Data Management (5705): I have at least (1) year of experience performing data management activities such as database development and/or maintenance, data collection, analysis, research, and tracking, developing tables, queries, forms
    and reports.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Some periods of heavy reading and typing required
  • Some travel may be required
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both

Desirable Qualifications (the education and/or experience below is not required but may increase your score):

  • Experience in program management.
  • Experience in regulation, rule, and/or policy development.
  • Experience preparing and presenting written and oral reports.
