This position will manage the Business Retention and Expansion Program for the Department of Commerce.  In addition to the minimum qualifications, you must have the knowledge and experience as identified in questions 11 and 12 to qualify for the position.

General Information: Commerce Program Managers are the department’s technical experts in a specific commerce related field.  Incumbents will manage one or more Department program: domestic and international economic development expansion, domestic and international trade expansion, domestic and International business development, community development block grant programs, marketing Idaho travel and tourism, or research and technology initiatives.  Some travel may be required.


Program Management

  • Develops and implements the department’s Business Retention and Expansion program, as well as the program goals, policies, procedures and priorities
  • Prepares and monitors the program budget
  • Trains, assigns work to, motivates and evaluates performance of program staff
  • Recommends appropriate performance measurements and issues periodic progress reports

Business Retention and Expansion Development

  • Builds relationships with existing Idaho companies and provides assistance through Commerce and other state agency resources 
  • Executes high level management visits/tours of existing Idaho companies
  • Identifies and aids companies with plans of expansion
  • Identifies and aids companies at risk of leaving Idaho or downsizing
  • Providing economic and demographic data in response to requests


  • Works closely with local communities to identify problems and needs
  • Evaluates business expansion potential of a community
  • Serves as a liaison to local units of government, chambers of commerce and private sector organizations and developments groups on a broad range of economic development activities

Minimum Qualifications:

  • Good knowledge of business management and organizational practices 
  • Experience: planning, negotiating and implementing projects and resolving conflicts; creating, organizing and conducting public meetings, seminars and promotional events; planning and developing marketing and public relations strategies and programs 
  • Some knowledge of contracts/grants

Desired Qualifications:

  • Good knowledge of: working in a professional capacity with federal, state or local economic development/assistance programs, evaluating and recommending appropriate business site locations and expansions
  • Good knowledge of promotion and marketing concepts
  • Superior written skills
  • Outstanding oral communications skills
