The Idaho State Tax Commission is recruiting for a Tax Appraiser, Senior in Boise

The ideal candidate will have considerable appraisal experience, as well as experience interpreting and applying state laws related to property tax assessment and administration.

  • Perform valuation appraisals of centrally assessed operating property and industries including utility, telecommunication, railroad, water, and water transportation companies for assessment and taxation purposes.
  • Appraise multi-billion dollar companies. Develop and document appraisals of regulated and non-regulated properties using cost, income, and sales comparison approaches.
  • Correlate financial, economic, legal and management factors and determine final market value.
  • Develop deep grasp of various industries, including their corporate strategy.
  • Prepare appraisal narrative explaining scope, approach to value, decision and conclusion.
  • Conduct on-site inspections of properties and review accounting and financial records.
  • Determine Idaho portion of appraised value and apportion to affected counties.
  • Classify properties as to operating or non-operating status and prepare technical reports.
  • Defend appraisal and testify in hearings and court, including District Court.
  • Consult with corporate officers, tax representatives and county officials and appraisers regarding valuation process, methods, values, and rates.
  • Interpret laws and assist taxpayers/stakeholders in understanding them.
  • Assist in developing legal strategies; work in conjunction with State Attorney General’s staff.
  • Attend and pass Unitary Courses 100 and 101 (WSATA School).

Occasional travel may be required for this position.  


  • Considerable knowledge of advanced appraisal methods and techniques using income, sales comparison, stock and debt, and cost approaches emphasizing unitary concept evaluation.
  • Good knowledge of the principles of economics or finance.
  • Experience researching, analyzing and interpreting economic and financial data for use in appraisals and documenting with written appraisal reports
  • Applicants need sufficient experience or be eligible for reciprocity to be a certified property tax appraiser within 90 days of appointment in accordance with Idaho Code 63-105A (17)

Individuals must be a current tax filer and be in full compliance with their tax obligations to be an employee of the Idaho State Tax Commission.
