The Idaho Department of Health and Welfare is seeking a Planner, Senior for the Public Health Preparedness and Response Program, Division of Public Health.

We are currently recruiting for an enthusiastic and motivated Public Health Emergency Operations Coordinator to oversee the emergency operations of the Public Health Emergency Preparedness and Response Program. Our team is looking for someone with a strong background in emergency management. This position will work closely with many diverse groups that include state, federal, and private organizations to continually improve the public health and the healthcare system’s ability to plan for, respond to, and recover from disasters.

This announcement will be used to fill the current vacancy in Boise only. If you have previously applied for Planner, Senior and wish to be considered for this vacancy, you must reapply under this announcement. Previous scores will not be used.


  • Coordinates with the Public Health Emergency Preparedness Coordinator and the Healthcare Preparedness Program Coordinator to develop the annual action plan and ensure continuous quality improvement
  • Provide guidance and supervision for the Operations Team
  • Develop state and state-wide exercises to ensure operational capability of both PHEP and HPP capabilities
  • Evaluate the Public Health Preparedness and Response Plan and update as needed based on improvement plans or changes in policy, rule, or law.
  • Operationalize the capabilities outlined in the Medical Countermeasures (MCM) and CHEMPACK programs
  • Serve in an assigned role in the Emergency Operations Center
  • Assist in the preparation of federal reporting as requested

Minimum Qualifications:

  • Good knowledge of general principles and techniques of research, data collection and analysis as applied to government planning 
  • Good knowledge of planning principles in State and local government including measurement processes/methods for assessing progress toward goals and objectives 
  • Some knowledge of state and local government organization structure, functions, and decision-making processes

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

  1. Good knowledge of Emergency Management. Typically gained through at least three years of experience working in public health preparedness or in emergency management.
  2. Good knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) policies and guidelines. Typically gained by at least one year of related experience, and completion of HSEEP training.
  3. Good knowledge of project management. Typically gained through at least one year of experience managing projects, to include establishing goals, allocating resources, assessing progress, and reporting.
  4. Good knowledge of supervision practices. Typically gained through at least three years of supervisory experience that involved work assignment, direction, and monitoring of staff.
