Prepare individual county public health and district wide public health preparedness plans that complement the most recent Federal Emergency Management Agency (FEMA), Centers for Disease Control (CDC) and Assistant Secretary for Preparedness and Response (ASPR) guidelines and the statewide emergency response plan. Duties include coordinating the development of public health preparedness planning efforts, assuring adequate systems are in place for early detection and response to high priority communicable disease incidents.

Lead peers in a multi-agency network of partners throughout the area in preparedness and response planning efforts, following Centers for Disease Control (CDC) and FEMA guidance in specific tasks including:

  • Hazard vulnerability and risk assessments.
  • Completing and maintaining preparedness and response plan documents including complex plans, ops center start-up manuals, and playbooks.
  • Training staff on response procedures.
  • Exercises including drills, table top, functional, and full-scale exercises following Homeland Security Exercise and Evaluation Program (HSEEP) doctrine.
  • Real-world emergency/disaster response, including regional response teams, with familiarity in leading an emergency response team.
  • Planning and executing medical countermeasure activities, including mass vaccination clinics.

Minimum Requirements:

  • Knowledge of planning principles and practices for program and project planning.
  • Knowledge of measurement processes and methods for assessing progress toward achieving goals and objectives of projects or plans.
  • Experience utilizing automated systems to develop spread sheets and graphics.
  • Experience writing technical reports.
  • Experience preparing and making presentations to groups.
  • Education, training or experience in public health preparedness (see question #6 on the examination). 

Preferred Candidate Will Possess:

  • Emergency management education in the form of three years of experience in an Emergency Management position or formal education in Emergency Management.
  • Experience or desire to learn/apply advanced tech/communications skills, including Geographic Information System and 700 MHz radios.
  • Strong networking and relationship building skills.
  • Completed FEMA Independent Study 100, 200, 700, 800.
  • Experience or knowledge in healthcare emergency planning and response activities.
  • Certified Emergency Manager (CEM) and/or Project Management Professional (PMP) certifications are highly desirable. Business Continuity Professional certifications will also be viewed favorably.
