This position is the first step in the Transportation Operations Team Leader (TOTL) horizontal career path series. This position will be located in District 6,  Sugar City, Idaho.

This is a challenging career opportunity that will focus on supervising staff and coordinating highway maintenance. The successful candidate will be proactive, safety focused, have excellent communication and computer skills and will be a constructive team leader.

Employees in the Transportation Operations Team Leader (TOTL) horizontal career path must complete the following two steps within four years. In order to pass the steps, you must meet key performance indicators, demonstrate essential skills and maintain worker safety. After successful completion of each step, wages may increase as outlined below:

  • Starting wage: $22.50
  • Completion of Step One: $25.50
  • Completion of Step Two: $29.00

The current opening requires:

  • Current Class "A" CDL with Tanker Endorsement at time of hire
  • Requires Pre-employment drug testing and Random Drug & Alcohol tests
  • This position will occasionally work nights and weekends
  • Must live within 30 minute response time of the Sugar City Maintenance Shed

Responsibilities:

  • Supervises or coordinates maintenance projects on state highways.
  • Assists staff to plan, organize, direct, and coordinate activities of staff in major maintenance and repair projects.
  • Estimates equipment, materials and manpower needed for projects.
  • Uses highway plans, specifications, maps and aerial photos for repair, widening, alignment and right-of-way purposes.
  • Inspects completed work and assures quality and compliance with standards and specifications.
  • Coordinates activities with utility companies, city, county and state agencies and contractors.

Incumbents are required to work in all weather conditions, under hazardous conditions, on obstructed roads and congested highways, in considerable noise, around operating equipment, and with hazardous materials. Frequent travel to and from work site with some overnight stay is required. Some positions require maintaining a residence within 30 minutes from their workstation.

Minimum Qualifications:

Good knowledge of:

  • Highway maintenance materials and procedures;
  • Equipment management systems and operational capabilities and limitations for highway maintenance activities;
  • Policies, procedures and traffic control for highway maintenance.

Experience:

  • Planning and organizing work crews with appropriate equipment and materials for routine and emergency maintenance and repair projects;
  • Training others in equipment operation and methods and procedures used for highway maintenance and repair;
  • Inspecting maintenance and repair activities for compliance with standard practice and specifications;
  • Using project plans, specifications, and special provisions;
  • Operating and performing preventive maintenance on heavy maintenance and construction equipment.
  • Valid driver's license.

Essential Function:

An essential function of this position is driving an ITD vehicle. Incumbents are required to successfully pass a driving record check to be considered for this position. The incumbent will not be considered for this position if the following violations have occurred within the set timeframes:

Minimum Standards:
Within the last three (3) years:
1. Leaving the scene of a personal injury accident
2. Four (4) moving violations
3. Failure to submit to a chemical test

Within the last two (2) years:
1. Three (3) moving violations

Within the last twelve (12) months:
1. Accumulation of six (6) points
2. Driving under the influence of alcohol and/or drugs
3. Two (2) moving violations

ALCOHOL AND CONTROLLED SUBSTANCES TESTING PROGRAM INFORMATION

The Idaho Transportation Department (ITD) is required to implement an Alcohol and Controlled Substance Program to comply with Federal Motor Carrier Safety Regulations (FMCSR), Part 382. If you are selected:

You must undergo a controlled substance test. The results of the controlled substance test must indicate a verified negative result
You must give consent to ITD to obtain alcohol and controlled substance testing information for the prior 2 years from prior employers
After satisfying the above conditions and being formally appointed to the position, you will be subject to the following FMCSR testing requirements:

Random
Reasonable suspicion
Post accident
Follow-up
Return to duty
Please note:  Employees are responsible to understand and comply with the Idaho Transportation Department's drug and alcohol procedures.

A refusal to submit to the above testing requirements will result in ineligibility for the position due to the inability to perform the Commercial Motor Vehicle driving functions required.

A copy of the requirements can be obtained at ITD's Headquarters Human Resource Office or the nearest ITD District Office.
