The Department of Water Resources currently has openings for one Water Resource Agent (WRA) Senior position in our State Office in Boise, Idaho. 

A Water Resource Agent Senior is the full working level of a Water Resource Agent position. If you do not meet the minimum qualifications for the "WRA-Senior" please apply under the Water Resource Agent announcement #03136039852.

Typical Responsibilities:

  • Conducts field examinations to measure quantity of water diversion and determine location, method, purpose and frequency of water appropriation.
  • Interprets legal descriptions, survey plats, aerial photographs and maps to locate points of diversion and places of use.
  • Evaluates new-use applications, amendments, transfers and adjudication claims pertaining to water appropriations and recommends appropriate action.
  • Reviews various department regulatory program applications for compliance with state and federal laws and regulations and department policies.
  • Investigates unauthorized water diversions and water right disputes.
  • Conducts stream flow measurements.
  • Prepares orders and issues violation notices.
  • Explains water laws and regulations to the public.

Minimum Qualifications:

  • Some knowledge of algebra, geometry and trigonometry to calculate water flow rates, pump efficiencies, water storage capacities, and/or land areas.
  • Good knowledge of hydrology as it relates to surface and ground water.
  • Experience: determining a system's water diversion and conveyance capacity; interpreting aerial photography, satellite imagery, global positioning systems, or geographic information systems; interpreting public land survey legal descriptions; applying federal and state regulations and laws pertaining to water appropriation and/or use in a work setting.
  • Valid Driver's license.
  • (Specialty Area): Ability to resolve conflicts and disputes and negotiate agreements.

Desired Qualification:

  • (Extra Credit): Experience applying the "prior appropriation doctrine" in the area of water rights adjudication or new appropriation.
