The Department of Water Resources currently has one opening for one Water Resource Agent, Senior position in Idaho Falls.  This position is appointed as LIMITED SERVICE. The length of limited service appointed positions are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects or project termination.  Appointments to limited service positions are granted regular classified status (with limited layoff rights) after successful completion of entrance probation.  Updated agreements are required every two (2) years.

Typical Responsibilities:

  • Conducts scientific field examinations to measure rate of water diversion and determine location, method, purpose and frequency of appropriation.
  • Interprets legal descriptions, survey plats, aerial photographs and maps to locate points of diversion and places of use.
  • Evaluates new-use applications, amendments, transfers and adjudication claims pertaining to water appropriations and recommends appropriate action.
  • Reviews various department regulatory program applications for compliance with state and federal laws and regulations and department policies.
  • Investigates unauthorized water diversions and water right disputes.
  • Conducts stream flow measurements.
  • Prepares orders and issues violation notices.
  • Explains water laws and regulations to the public.

Minimum Qualifications:

  • Some knowledge of algebra, geometry and trigonometry to calculate water flow rates, pump efficiencies, water storage capacities, and / or land areas.
  • Good knowledge of hydrology as it relates to surface and ground water.
  • Experience: determining a system's water diversion and conveyance capacity; interpreting aerial photography, satellite imagery, global positioning systems, or geographic information systems; interpreting public land survey legal descriptions; applying federal and state regulations and laws pertaining to water appropriation and / or use in a work setting.
  • Valid driver's license.
  • (Specialty Area):  Ability to resolve conflicts and disputes and negotiate agreements.

Desired Qualifications:

  • (Extra Credit):  Experience applying the "prior appropriation doctrine" in the area of water rights adjudication or new appropriation.
