DEQ is seeking a full-time IT Systems Analyst.  The successful candidate will have the opportunity to conduct complex data and application analysis and design; software programming; and technical support.  As a member of the Department’s Information Services team, the incumbent will analyze user needs and creatively apply their technical knowledge in the design and/or modification of new and/or existing applications and systems. 

Limited Service Statement:  The length of a limited service appointment is determined by the availability of funds such as grants and/or timeframes such as pilot projects or program termination.  Appointments to a limited service position have permanent classified status (with limited layoff rights) after successful completion of entrance probation and shall receive, no later than the date of hire, a written agreement describing the non-career nature of the job and the duration of employment.  Updated agreements are required every two (2) years.

Principal Responsibilities:

  • Design, develop, implement, and support web-based applications.
  • Use and transfer of data via applications to databases.
  • Design data transfer techniques.
  • Provide client business analysis.
  • Design web-based solutions.
  • Design database schemas, queries, stored procedures, and triggers to support customer needs.
  • Design SSRS reports for FISCAL division.
  • Migrate legacy applications and databases to current standards.
  • Construct workflow analysis.
  • Deliver solutions that require technical expertise in developing complex web applications.
  • Work and coordinate with other developers, database analysts, and program staff on database and web application development tasks.
  • Advise Information Services Discipline Lead on web-development and data-related issues.

Minimum Qualifications:

  • Experience performing complex systems design and analysis

Desirable Qualifications (the education and/or experience below is not required but may increase your score):

  • Good skills in one or more of the following areas:
    • Structured Query Language (SQL) queries and insert, update and delete commands
    • Application frameworks such as ASP.NET 4.x, MVC (4 and 5)
    • Modern programming languages such as C#
    • WebForms
    • MS SQL Server DBA (Analyst level)
    • VB.NET
    • VB6
    • MS Access/VBA
    • Crystal Reports
    • SSRS
    • QuickBooks
    • Entity Framework 5+
    • ADO.NET
    • WinForms
