The Idaho Department of Correction (IDOC) is currently recruiting for an Information Technology Buyer, Sr to work in the Information Technology (IT) Department within the Division of Management Services at Central Office. The incumbent will be a member of the Service Desk Team and is responsible for all processes related to IT procurement. This position will work closely with IT leadership in communication with vendors, contractors, department officials and employees in the processing of IT purchases.

Note: An ideal candidate will have at least three years’ experience providing procurement support in an IT environment, as well as must be willing to visit an adult correctional facility for occasional work.

RESPONSIBILITIES:

  • Purchase supplies, services, material, and equipment for the IT Department
  • Owner of IT procurement and asset management process, as well as hardware and license management
  • Research and perform value analysis on products, services, and equipment
  • Determine product, equipment, service requirements and methods of acquisition
  • Prepare specifications, select vendors and request written bids/telephone quotes on purchases within delegated authority
  • Review and evaluate bids, records, bid information including vendor price, payment terms, and delivery
  • Advise users about product, service availability, specification preparation, policies and procedures, and legal requirements established for procurement
  • Analyze quality, price, source of supply, delivery date, shipping charges and product cost
  • Prepare correspondence and ensure effective public relations
  • Attention to detail and excellent verbal/writing skills are required

MINIMUM QUALIFICATIONS:

  • Some knowledge of life-cycle costing principles
  • Experience performing detailed review of RFI and RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures
  • Experience preparing, evaluating, and completing specifications for products and services
  • Experience interpreting and applying public/governmental/private purchasing procedures

SPECIALTY REQUIREMENT:

  • Experience preparing and evaluating specifications for computer hardware and software

DESIRABLE QUALIFICATIONS:

  • Experience providing technical and/or procurement support in an IT environment
  • Experience tracking hardware and software assets

HIRING INFORMATION:

To be hired, candidates will have a history and background supportive of department mission goals and will be subject to:

  • Completing a Background Investigation Questionnaire and pre-employment drug testing
  • Having a federal and state criminal background check to include fingerprints
  • Having a history of law-abiding behavior
  • Felonies, misdemeanors, illegal drug usage, DUI's, adverse driving convictions and employment history may make you ineligible for employment

Non-hiring restrictions are in place for candidates who:

  • Have been convicted of Domestic Violence or similar types of violent behaviors
  • Have a dishonorable discharge from military service
  • Currently are using, dealing or are associated with illegal drugs
  • Have close friends or relatives under IDOC care & custody
  • Are currently under IDOC supervision or probation (must be released from IDOC supervision or probation for at least one year)

You will receive a score based on your education and experience in the answers to the exam. A minimum score of 57 is required to pass. Notification of your test results will be available online when the exam review process has been completed.
