The Idaho State Tax Commission is recruiting for a Purchasing Agent in Boise  


  • Monitor and control purchasing activities and compliance, and provide department liaison with the State Division of Purchasing
  • Develops and implements department internal purchasing policies and procedures
  • Interpret State Purchasing Code, develops and implements internal purchasing policies and procedures and advises staff of legal requirements.
  • Consult with department staff to determine product, equipment and service requirements; Research products and equipment to insure practicality, cost effectiveness, and supply availability
  • Review purchasing documents and requisitions to ensure conformance with policies and procedures
  • Authorize emergency purchases, purchase orders, and requisitions
  • Resolves vendor-related problems and advises vendors on state registration requirements for bid eligibility
  • Prepare or oversee bid and specification preparation and purchases; review analyses and recommends bid awards; selects vendors
  • Assist staff determining, preparing, and negotiating various types of service or commodity contracts, (related terms & conditions)
  • Determine, negotiate, and monitor contract terms and conditions for services or commodities
  • Use value analysis, life-cycle-costing analysis, and weighted evaluation for products, services, and equipment purchased
  • Implement, maintain, and support purchasing computer systems
  • Hires, trains and supervises staff and evaluate performance
  • Serve as the agency contact for leasehold and maintenance issues as necessary


  • Considerable knowledge of public/governmental purchasing procedures
  • Experience using a personal computer to perform purchasing functions including the use of an automated purchasing system
  • Experience using contracting principles and related legal terminology
  • Experience preparing and evaluating written specifications that include value analysis, life cycle costing, and weighted value
  • Experience interpreting and applying laws, rules and regulations for procurement activities
  • Experience supervising staff
