The Department of Lands has an openings for permanent full-time Lands Resource Specialist, Senior - Forest Management located supporting the Pend Oreille Lake Supervisory Area in Sandpoint, ID.

Applicants applying at the Senior Level should be able to demonstrate a journeyman-level background with the skills necessary to be able to quickly adapt to IDL-specific policies and procedures. Applicants may also apply at the Specialist Level.  An applicant hired at the Specialist Level would be expected to quickly and efficiently enhance their existing technical knowledge and training in order to develop, within a defined timeframe, the skills necessary to operate at the Senior Level.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.  Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression.  We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.


  • Arduous work, outside in extreme conditions at times
  • Prepares and administers timber sale contracts
  • Establishes and maintains lands management and regulatory records
  • Prepares and administers easements and temporary permits
  • Establishes timber sale and lease locations and boundaries
  • Prepares program budgets and manages program accounts
  • Communicates Department policy to lessees and contractors
  • Prepares annual, 5-year and 10-year timber sales plans
  • Completes Project cost estimates and summaries
  • Inspects leases for renewal, assignment and lease compliance including improvement construction projects
  • Supervision of seasonal personnel
  • Investigates and mediates disputes
  • Prepares and administers forest improvement projects and hazard management work
  • May participate in fire suppression and prescribed burn programs

Minimum Requirements:


  • Interpreting and applying state and federal laws, rules and regulations in relation to land management and negotiating contracts, lease terms and agreements
  • Preparing contract or lease terms based on site specific conditions and proposed operations
  • Administering contracts including field inspections, compliance reporting, and implementing corrective action as necessary
  • Evaluating projects and/or data, analyzing alternatives, and making recommendations
  • Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations
  • Providing technical assistance, training, and program information to management, clients or public groups
  • Interpreting public land survey legal descriptions, aerial photos and topographic and property ownership maps
  • Using Geographic Information Systems (GIS) to produce maps and analyze spatial data
  • Performing financial analyses to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one

Good Knowledge of:

  • Forest management principles
  • Silvicultural principles
  • Forest mensuration
  • Dendrology
  • Forest engineering principles including road location, design and construction
  • Forest harvest methods
  • Soils

Some Knowledge of:

  • Forest entomology and pathology
  • Water quality protection

Possession of:

  • A valid driver's license

Desirable Qualifications:


  • Supervising others
  • In project management and budgeting including; establishing priorities, developing project budgets, allocating resources, monitoring progress and evaluating results

Some Knowledge:

  • With timber markets
  • Using and managing databases

Possession of:

  • Degree in Natural Resource Management

Special Requirements:

  • Ability to support fire suppression activities
