The Department of Lands is recruiting for a full-time Lands Resource Specialist Senior - Private Forestry Specialist Classification in our Payette Lake Supervisory Area in McCall.

 This position has been extended to March 10th, 2018.

Applicants applying at the Senior Level should be able to demonstrate a journeyman-level background with the skills necessary to be able to quickly adapt to IDL-specific policies and procedures.  Applicants may also apply at the Specialist Level.  An applicant hired at the Specialist Level would be expected to quickly and efficiently enhance their existing technical knowledge and training in order to develop, within a defined timeframe, the skills necessary to operate at the Senior Level.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.  Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression.  We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.


  • Provides technical assistance to private landowners and agencies in planting, growing, protecting and harvesting forest resources;
  • Conducts inspections on logging operations for compliance with the Idaho Forest Practices Act (FPA);
  • Issues Stop Work Orders, Cease and Repair Orders, and Notices of Violation;
  • Provides information and technical assistance to private landowners on cost share programs;
  • Conducts presentations, lectures and discussions with loggers, landowners and students;
  • May also represent IDL on committees or at public meetings;
  • Conducts regular field inspections and occasionally work long shifts;
  • Participates in wildfire suppression response as needed.

Minimum Requirements:


  • Interpreting and applying state and federal laws, rules and regulations in relation to land management and negotiating contracts, lease terms and agreements;
  • Preparing contract or lease terms based on site specific conditions and proposed operations;
  • Administering contracts including field inspections, compliance reporting, and implementing corrective action as necessary;
  • Evaluating projects and/or data, analyzing alternatives, and making recommendations;
  • Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations;
  • Providing technical assistance, training, and program information to management, clients or public groups;
  • Interpreting public land survey legal descriptions, aerial photos and topographic and property ownership maps;
  • Using Geographic Information Systems (GIS) to produce maps and analyze spatial data;
  • Performing financial analyses to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one.

Good Knowledge of:

  • Forest management principles;
  • Silvicultural principles;
  • Forest mensuration;
  • Dendrology;
  • Forest engineering principles including road location, design and construction;
  • Forest harvest methods;
  • Soils.

Some Knowledge of:

  • Forest entomology and pathology;
  • Water quality protection.

Possession of:

  • A valid driver's license.

Desirable Qualifications:


  • Supervising others;
  • Managing projects and budgeting including: establishing priorities, developing project budgets, allocating resources, monitoring progress and evaluating results;
  • Collecting field data using hand held data recorders.

Some Knowledge:

  • With timber markets;
  • Using and managing databases.

Possession of:

  • Associate's degree or higher in Forestry.
