The Idaho Department of Lands (IDL) is recruiting for a Lands Resource Specialist (LRS) with a specialty of Fire Management. We have an opening in our Southwest Supervisory Area office in Boise, Idaho. The Lands Resource Specialist position is used for recruitment and training purposes for the Lands Resource Specialist, Senior. Through various types of on-the-job training, the employee will learn to carry out the duties of a Lands Resource Specialist, Senior (LRSS.) Typically the Senior level requires 2-5 years of experience as a Lands Resource Specialist or equivalent work experience. Lands Resource Specialists are expected to apply his/her technical knowledge and training while learning the state laws and department policies and procedures necessary to achieve the expertise and independence of the journeyman level LRSS – Fire Management. Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
- Provide for and assist with hiring, training, and supervising firefighting personnel to perform in an arduous work environment; perform as Incident Commander on Type 4/5 wildland fires.
- Provide leadership to ensure fire readiness and safety of personnel and equipment.
- Act as District Fire Duty Officer in coordination with the Boise Interagency Dispatch Center.
- Respond and assume duty within 30 minutes to reported fire emergencies.
- Instruct wildland fire training courses; conduct safety sessions and after-action reviews.
- Assist in administration of the Idaho Fire Hazard Reduction laws and the Idaho Forest Practices Act; maintain private fire assessment, prepare timely reports, conduct inspections, and process fund adjustments.
- Assist in preparing hazard reduction plans related to timber sale activities; project cost estimates, and other technical reports.
- Coordinate needs of other Area functions (timber, range) relating to non-fire resource management projects.
- Prepare, coordinate, and execute prescribed burn projects.
- Maintain facilities and vehicle fleet; prepare necessary operating agreements, inventory, budget, and maintenance reports.
- Work closely with Fire Service Organizations; contracting, equipment, and training needs.
- Prepare and administer miscellaneous forest management contracts.
Some knowledge of:
- State and federal laws, rules and regulations in relation to land management and negotiating contracts, lease terms and agreements;
- Methods used to evaluate projects and data, resulting in the analysis of alternatives and the making of recommendations;
- Public land survey legal descriptions, aerial photos and topographic and property ownership maps;
- Financial analysis methods used to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one;
- Computer software such as word processing, spreadsheets and/or databases;
- Fire management principles;
- Fire behavior;
- Fire suppression techniques;
- Fuel reduction techniques;
- Fire dispatching procedures;
- Silvicultural principles and soils (managing fire effects on soils and vegetation);
- Operating and maintaining firefighting equipment;
- National Fire Danger Rating System;
- National Fire Management Analysis (FPA) System.
- A valid driver's license.
- Associate's degree or higher in fire ecology, fire effects, fire management, fire science, or closely related land management field, such as forestry or range management.
