SPECIAL NOTIFICATION:  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

General Position Summary:

The Court Education Specialist is responsible for developing, facilitating, and supporting a variety of education programs, including eLearning delivery for the Idaho Judicial branch.  The incumbent works with committees, judges, subject matter experts, faculty, and court personnel, to develop and deliver educational programs.  The Education Specialist works in the Education Department and under the general supervision of the Senior Manager of Education.

Major Duties and Responsibilities:  (The examples provided do not cover all of the duties which the incumbent in this position may be required to perform.) 

  • Responsible for the development, coordination, and implementation of court education programs for court personnel
  • Conducts educational needs surveys, identifies audience, goals and objectives for training and educational programs
  • Recommends educational curriculum and training platform to meet the needs of the specific audience
  • Establishes performance objectives, learning outcomes, and assessment tools utilizing established instructional theories and adult learning design principles
  • Develops blended learning, classroom based instruction and eLearning programs
  • Responsible for managing the education web page and learning management systems (LMS) for hosting online and web based learning
  • Works with subject matter experts to design, develop, and revise educational materials
  • Responsible for the development of educational libraries
  • Assists in the training of court personnel in the use of online and web-based trainings and meetings
  • Works closely with managers and subject matter experts to understand business learning needs and performance gaps
  • Evaluates the effectiveness of training programs, curriculum and other educational resources and make recommendations for improvement
  • Provides post training follow up evaluation
  • Coordinates registration, logistics and technology for training and educational programming
  • Provides one-on-one desk-side support as needed to support learning transfer
  • Maintains and updates existing curriculum and course materials
  • Provides regular updates to Education Department management regarding the status of all design and development activities, project timelines, completion of milestones and potential conflicts 

Minimum Qualifications:

Education and Experience 

  • Bachelor's degree in Education, Training, Adult Learning or Instructional Design, or a related field 
  • Two years of experience in training content development and delivery of classroom, e-learning, and blended training programs

Knowledge, Skills, and Abilities 

  • Knowledge of and experience using a systematic design model for developing training
  • Knowledge of the principles and practices of curriculum development and training design
  • Knowledge of adult learning practices
  • Knowledge of the technology involved in the design and delivery of adult learning programs
  • Knowledge of the Idaho court and/or legal system preferred
  • Knowledge of project management principles preferred
  • Skill in presenting information to diverse audiences
  • Skill in training and teaching individuals and groups
  • Skill using a variety of formal and informal training and teaching methods
  • Ability to learn and understand court business practices
  • Ability to prioritize and manage multiple projects
  • Ability to communicate effectively verbally and in writing
  • Ability to develop and maintain strong working relationships with a variety individuals 
  • Ability to use word processing, spreadsheet and presentation software
  • Ability to produce eLearning courses using software such as Camtasia, Articulate Storyline, and a Learning Management System
  • Ability to develop online learning tutorials and educational trainings
  • Ability to operate multimedia equipment
  • Ability to move training materials and equipment weighing up to 30 pounds
  • Ability to travel throughout the state
