We are committed to providing innovative solutions for the design, construction, and maintenance of Idaho's roadways. This position provides constructive leadership and management opportunities within the Division of Engineering Services – Contracting Services Section located at HQ in Boise. This section is responsible for statewide bidding and awarding of highway construction projects developed under Title 40 of Idaho Code. This position will manage statewide Innovative Contracting and Construction Contracting, for highway projects at all six Districts as well as the Local Highway Technical Assistance Council (LHTAC).

This recruitment will be used to fill this NEW Engineer Manager 1 position at the Headquarters location in Boise, Idaho.   • This is the first level of manager of engineering functions, and requires full-time supervision and responsibility for daily operational details of work produced by engineering staff (professional and/or technical);
  • Provide technical assistance, training and best practices for a variety of specialized functions, to all Divisions at ITD;
  • Provide statewide coordination, for various functions, with both internal and external customers;
  • Incumbents must have a high level of technical expertise in their engineering discipline and be looked upon as advisors and consultants to management, yet be able to perform the most difficult of engineering assignments common to the department where they are assigned;
  • Perform professional engineering and related administrative work involving the design, construction, and related activities in highway engineering work
  • Perform all aspects of recruitment and performance management of staff
  • Provide technical review of staff outputs
  • Collaboratively, establish administrative policies, procedures, and standards.
  • Confer with higher levels of management

Minimum Qualifications:

  • Licensure: Licensed in Idaho as a Professional Engineer (PE); or be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
  • Valid driver’s license
  • Good knowledge of: state and local government operations pertaining to Transportation Systems
  • Some knowledge of: management practices
  • Experience: supervising engineering staff; interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and correspondence; reviewing and critiquing engineering analyses; making oral presentations to groups relative to the merits of engineering application

  • Demonstrated application of change management practices in a work environment
  • Demonstrated independent thinking and decision-making authority
  • Demonstrated ability to build effective teams
