Idaho Department of Lands (IDL) recruiting for a Lands Program Manager - GIS to join a dynamic team of technical professionals. This position is located at the IDL Staff Office in Coeur d'Alene, Idaho.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.  Leases and other contracts are used to authorize revenue-generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression.  We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.


  • Plans, develops, and implements a department-wide geographic information system.
  • Manages staff in a geographic information system, digital image analysis, digital and manual cartography, and database development.
  • Hires and trains staff.
  • Develops annual operating and equipment budget.
  • Sets priorities, schedules, and assigns mapping, drafting and GIS projects.
  • Provides consultation to department staff and other agencies on the geographic information system.

Minimum Requirements:


  • Analyzing land management program issues, making recommendations, and writing reports;
  • Developing programs including establishing goals and strategic direction, budgeting and evaluating results;
  • Working with various groups, individuals, and interests to develop understanding, acceptance, and support for a program
  • interpreting and applying federal and state laws, rules, and regulations in relation to land management or real estate transactions;
  • Using Geographic Information Systems (GIS);
  • using Global Positioning Systems (GPS) and electronic data recording devices; reading legal descriptions, maps, and using a standard compass;

Desirable Qualifications:

Knowledge of:

  • Digital-data technologies;
  • Geographic information systems;
  • Computer hardware and operating systems;

  • Public land survey systems;
  • Remote sensing;
  • Mobile/Web development;
  • Enterprise GIS


  • Managing staff;
  • Managing large databases;
  • Administering contracts;
  • Developing geographic information system projects;
  • Using Arc SDE.
  • Using Arc Geodatabase.
  • Experience with SQL
  • Database administration
