SPECIAL NOTIFICATION:  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

Under the administrative direction of the Chief, Bureau of Field Services the Regional Manager supervises the rehabilitation services in an assigned geographic area, supervises the planning and implementation of the rehabilitation of vocationally disabled individuals, provides for office, personnel, case service and fiscal management, and is responsible for a total geographic area as assigned by the Central Office.

Responsibilities:

  • Supervises a staff of vocational rehabilitation counselors and support personnel in regional and sub-regional offices related to the provision of vocational rehabilitation services.
  • Supervises activities of intake, assessment, eligibility determination, and development of the rehabilitation plan, including the provision of services including counseling and guidance, medical restoration, training, job development and job placement.
  • Responsible for negotiating and meeting individual and regional performance goals established for the position on an annual basis.
  • Competent and knowledgeable in Federal and State rehabilitation laws, policies and procedures and able to interpret and communicate changes in regulations, policies and procedures.
  • Evaluates region's capabilities for providing services to individuals with disabilities within their region.
  • Develops an appropriate intake system for the region.
  • Attends administrative meetings and, at times, represents the Agency.
  • Responsible for community relations and the development of the VR image.
  • Coordinates marketing programs to inform the community of the availability of Vocational Rehabilita­tion services.
  • Serves as a member of the Administrative Review Team.
  • Participates in Agency strategic planning.

    Fiscal:
  • Accountable for regional expenditures, including case services expenditures, and participates in Agency budget planning.
  • Authorizes inter & intra-office transfer of case service funds.
  • Negotiates the leasing of office space maintenance contracts, medical consultant contracts, and the purchase of necessary office supplies to ensure the smooth functioning of the VR process in his/her region. 
  • Accountable for inventory and control of all VR equipment and property for designated region.

Human Resources Development:

  • Responsible for staff planning and coordination to provide services to individuals with disabilities within designated region.
  • Assists in recruiting/hiring, training and developing a highly motivated and effective team of VRCs and support staff.
  • Responsible for developing the Assistant Regional Manager in support of succession planning.
  • Provides guidance, leadership, mentoring and coaching to regional staff.
  • Exhibits good communication skills (written and verbal) and demonstrates leadership by example.
  • Coordinates performance appraisals, promotions and terminations within regional Field Services job functions.

Minimum Qualifications:

  • A current Certification (CRC) as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification is required for this position. 
  • Competency in management and demonstrated leadership skills and three years experience in Vocational Rehabilitation.
