The Idaho Department of Lands (IDL) recruiting for a Mineral Program Specialist to join a dynamic team of professionals.  This position is located at the IDL Staff Office in Boise, Idaho.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.  Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression.  We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.

Program Specialist Job Description:

The IDL Regulatory Minerals Program is responsible for regulating surface and placer mining and for reclaiming abandoned mines.  The Program Specialist will be responsible for working in both the regulatory and the abandoned mine land (AML) programs. 

Duties in the Minerals Regulatory Program will focus on the following:

  • Calculating and reviewing mine reclamation cost estimates for small and large mines, and working with mine operators to obtain bonding to cover these costs
  • Managing billing and collections for a state bond pool used by small mine operators
  • Conducting the design, cost estimation, and contract oversight for reclamation of default operations
  • Inspecting active mines and collecting data to assist with mine regulation and/or reclamation
  • Coordinating with the Attorney General’s office to complete enforcement actions prior to starting reclamation

Additionally, the Program Specialist will help manage the AML program by carrying out the following duties: 

  • Engaging with stakeholders, which may include the general public, private property owners, consultants, contractors, suppliers, IDL Resource Specialists, IDL fiscal/procurement staff, and IDL management and executive staff
  • Coordinating with other agencies on AML sites
  • Scheduling projects to efficiently utilize IDL Area staff and control spending
  • Completing AML Projects that address physical hazards by:
    • Researching potential projects and coordinating with IDL Area staff
    • Identifying and contacting landowners to obtain permission for access and AML work on their property
    • Inspecting AML sites or assisting Area staff with inspections
    • Evaluating inspection results and determining best method of mitigating physical hazards
    • Working with Area staff to document completed projects
  • Completing large AML site cleanups to protect human health and the environment by:
    • Identifying potential projects
    • Working with consultants and other agencies to characterize the site and design a cleanup action
    • Managing contractors that implement the site cleanup action
    • Documenting reclamation and monitoring to verify cleanup effectiveness
  • Developing an outreach and education program and materials to educate Idahoans about the dangers of abandoned mine lands
  • Developing a safety program and materials to ensure IDL staff safety during AML inspections and closures

Minimum Requirements:

  • Ability to read and understand construction drawings and specifications
  • Experience serving as a technical resource within an organization on complex programmatic or technical issues, including preparing technical reports; providing guidance to co-workers, the public, and other interested parties; making oral presentations, and providing recommendations to upper management
  • Good knowledge of best management practices for land management activities
  • Experience developing and maintaining databases, utilize standard analysis techniques, utilize a Geographic Information System (GIS) when appropriate
  • Computer skills, including proficiency in MS Office (Especially Word, Excel, PowerPoint, Outlook), and Adobe Acrobat PDF Documents.
  • Experience interacting and communicating with the public, interested parties, and county or city officials regarding land and resource management issues
  • Ability to negotiate and administer service and construction contracts, including monitoring schedules and budgets; and enforcing compliance with contract terms
  • Write specifications and review plans for reclamation projects.
Special Requirement:
  • Travel up to 30% of the time throughout the state with occasional overnight stays
  • Valid driver’s license
  • The ability to hike in rough terrane and camp in remote areas
  • Will require the ability to load, unload, and carry 75 pound boxes of Polyurethane Foam in potentially remote and steep terrain
  • During IDL performed AML inspections will require the ability to identify and avoid safety hazards
  • During IDL performed AML closures will require manual labor including shoveling soil and using a sledge hammer and other demolition tools

Desirable Qualifications:

  • Experience in construction estimating including: knowledge of material, equipment, and labor costs.  Estimating procedures and critical path scheduling to develop accurate cost estimates for construction and/or reclamation projects.  Being able to support and defend cost estimate
  • Experience with reclamation methods and practices for abandoned mines.
  • Possession of a Bachelor's degree or higher in geology, engineering, Mining, or related field
  • A basic understanding of geochemistry specifically related to acid rock drainage and metal leaching issues as well as other potential impacts from mining
  • Experience in welding and metal fabrication
  • Experience reviewing mining operating and reclamation plans, including the ability to research and apply physical science analysis methods and critical thinking to assess the environmental impacts of proposed activities
