CONSTITUTION AND BYLAWS

DISTRICT III

IDAHO CHAPTER I.A.P.E.S.

(Treasure Valley Subchapter)

ARTICLE I - Name

The name of this organization shall be District III - Idaho Chapter of the International Association of Personnel in Employment Security.

ARTICLE II - Objectives

The objectives of this organization shall be:

1. To further the objectives of the Idaho Chapter as stated in the Idaho Chapter Constitution, by encouraging more activity on the district level.

2. To urge the growth of personal association among persons performing duties pertaining to employment placement, and for unemployment insurance, and to provide a forum for the discussion, and better comprehension of related problems and methods.

ARTICLE III - Members

Membership shall be limited to Idaho Chapter active members residing in District III, except that any person holding an honorary, associate, or other type of membership in the State Chapter will be eligible for comparable membership in the District Chapter.

The right to vote, make or second motions, place names in nomination, hold office, or serve on committees shall be limited to active members.

ARTICLE IV - Officers and Executive Board

1. The officers of the Association shall be: A President, a Vice-President, and a Secretary-Treasurer.

2. There shall be an Executive Board composed of one member from each local officein the district, the President, Vice-President, and the Secretary-Treasurer.

ARTICLE V - Meetings

Meetings of the Association shall be held once each calendar quarter upon call by the President, who shall notify the membership of such meeting.

Special meetings may be called at the discretion of the President in the same manner.

ARTICLE VI - Quorum

1. Five active members shall constitute a quorum at any quarterly or special meeting.

2. A simple majority of the members of the Executive Board shall constitute a quorum of the Board.

ARTICLE VII - Committees

The following standing committees shall be appointed by the President no later than 30 days after he takes office. Each committee shall consist of three members, with not more than one member of a committee from any single office.

2. Constitution and Bylaws Committed

3. Resolutions Committee

The President may from time to time appoint special committees for the benefit of the Association.

ARTICLE VIII - Amendments

Each proposed amendment to this Constitution and Bylaws of the Association shall be submitted to the Constitution and Bylaws Committee, who shall cause to be printed and presented to the membership with the Committee's recommendations not less than 30 days prior to calling for a vote upon such amendment by the membership of the Association.

ARTICLE IX - Resolutions

Any active member may submit resolutions to the Resolutions Committee, who will review and study such resolution, and present to the proper body with their recommendation.

ARTICLE X - Elections

1. It shall be the duties of the Nominations and Elections Committee to certify one or more names to the membership for the positions of President, Vice-President, and Secretary-Treasurer at least 60 days prior to the chapter convention. Any active member may nominate any other active member by filing written petition with the Committee within 45 days prior to the chapter convention. Said petition shall contain at least three signatures of active members. The Committee shall mail to each office the ballot of officers which must be returned within 30 days prior to the chapter convention. Upon tabulating results, the Committee shall certify to each office the results of said election.

2. Elections shall be held annually for the Association officers. All officer's shall take office on July lst.

3. Election shall be by secret ballot.

4. A plurality of votes shall constitute an election.

5. Vacancies in any office due to death, resignation, transfer, or other inability to serve shall be filled by appointment of the Executive Board, except for the office of President, who will be succeeded by the Vice-President.

6. The Local Office Executive Committeeman shall, prior to July 1st of each year, call a caucus of local office members who will nominate and elect a Local Office Executive Committeeman for the following year.

ARTICLE XI - Membership Fee

The membership fee shall be $1.00 per year. Any member in arrears for dues on April 1st of any year shall be dropped from membership until such dues are paid. Dues shall be paid to the Secretary-Treasurer, except that the Secretary-Treasurer may delegate a local office representative to collect said dues.

ARTICLE XII - Rules of Order

Robert's Rules of Order - Revised shall be in effect all meetings of this Association.

ARTICLE XIII - Ratification and Adoption

This Constitution and Bylaws does hereby supersede and nullify any and all previous Constitution and/or Bylaws of this Association, and does hereby take effect upon approval by the membership. It is further provided that the present District Executive Committeeman shall assume the duties of District President and the, powers herein vested in that office until January 3, 1963, when the new officers shall take office.

It is further provided that the dates set forth for nominations and elections may be altered at the discretion of the District Committeeman for the year 1962, so long as candidates are duly nominated, elected, and are qualified for office by January 3, 1963.
