RUSSETT REALM CONSTITUTION

ARTICLE I - NAME

The name of this organization shall be Russett Realm - Idaho Subchapter of the International Association of Personnel in Employment Security.

ARTICLE II - OBJECTIVES

The objectives of this organization shall be:

1. To promote the objectives of the Idaho chapter as stated in the Idaho Chapter Constitution, by encouraging more activity on the Subchapter level.

2. To promote the growth of personal association among Department of Employment employees performing duties pertaining to all functions of the employment services. Encourage more activity on a local level to enhance the working relationships and education of employees.

3. To provide a forum for discussion and better understanding of problems and methods related to Department of Employment functions at both the State and Subchapter levels.

ARTICLE III - MEMBERSHIP

Membership shalt be Limited to Idaho Chapter paid-up members residing in Russett Realm. Any persons holding an honorary, associate, or other type of membership in the State Chapter will be eligible for membership in the Subchapter. Idaho Chapter members are automatically members of District XIV.

Paid-up members have the right'to vote, make or second motions, place names in nomination, hold office and serve on committees.

ARTICLE IV - OFFICERS AND EXECUTIVE BOARD

1. A President, Vice-President, and a Secretary-Treasurer shalt be elected for a two year term, preferably residing in different Local offices.

2. Each local office shall select a Representative to serve for a two year term.

3. There shall be an Executive Board composed of the President, Vice-President, Secretary-Treasurer and the Local Office Representatives.

ARTICLE V - DUTIES OF OFFICERS

1. The President shall preside over all meetings, provide leadership for all activities, and enforce strict observance of and adherence to all provisions of this Constitution and Bylaws. The President shall be responsible for dissemination of all Chapter business, and keep members informed of current events and matters of interest to the membership. The President shall appoint committees and represent the Subchapter on the Idaho Chapter's Executive Board.

2. The Vice-President shall serve as membership chairperson for the Subchapter responsible for developing and promoting membership, contests, notifying State Vice-President and Subchapter President of new members. The Vice-President shall act in the absence of the President. In the absence of the President and Vice-President an Executive Board member shall perform such duties.

3. The Secretary-Treasurer shall take minutes of all meetings and place them in a permanent record. He/she shall disburse funds at the direction of the President and maintain a current accounting of financial transactions. The Subchapter President, Secretary-Treasurer and two designated members have the authority to sign checks. All records and accounts will be delivered to the succeeding Secretary-Treasurer.

4. The Local Office Representatives shall serve as the liaison between the local office and the Subchapter President. He/she will inform their local office of Subchapter meetings, activities, and ensure a Local office article is submitted bimonthly to the ITEMS Editor.

5. The Executive Board shalt have supervisory powers over the affairs of the Subchapter, and shalt hold meetings subject to the request of the President.

ARTICLE VI - SELECTION OF DELEGATES AND ALTERNATES TO THE STATE CONVENTION

Article VII of the Idaho Chapter I.A.P.E.S. Constitution and Bylaws specifically outlines procedures for determining number of Subchapter delegates at State Chapter Educational Conferences. There is no specific procedure outlined in the State Constitution and Bylaws to determine which qualified members of each Local office shalt be deemed to be delegates or alternates. In order to clarify, the following criteria shalt apply in the Russett Realm Subchapter:

1. In the event that more paid-up members from any Local office are in attendance more than a Local office is authorized, the Subchapter Executive Board member from that Local office shall determine who shall be a delegate and who shall be an alternate.

2. In the event that a Local office has fewer/no delegates in attendance at the State Educational Conference than they are authorized, the Subchapter Executive Board Member from that Local office shall appoint as a delegate an alternate from any other Local office in the Subchapter.

3. The Subchapter Executive Board member from each Local office shall furnish the President with the names of delegates and alternates selected in order that he/she may complete accreditation of the delegates and alternates to the Chapter Educational Conference.

ARTICLE VII - ELECTIONS

1. It shall be the duty of the Nominations Committee to certify one or more names to the membership for the two year positions of President and Vice-President at least sixty days prior to the State Chapter Educational Conference. Any active member may nominate any other active member by filing a written petition with the Committee within forty-five days prior to the State Chapter Education Conference. Should voting for officers occur at a regular meeting or during a special meeting, called for that purpose, nominations may be made from the floor. The Committee shalt mail to each office the ballot for officers which must be returned within thirty days prior to the State Chapter Educational Conference. Upon tabulating results, the Committee shalt certify to each office the results of said election.

2. For practicality, the Secretary-Treasurer shall be appointed by the existing President from the same Local office.

3. Elections shalt be held biannually for the District officers. All officers shall take office on July 1.

4. Election shalt be by secret ballot.

5. A majority of votes shalt constitute an election.

6. Vacancies in any office due to death, resignation, transfer, or other inability to serve shall be fitted by appointment of the Executive Board, except for the office of President who will be succeeded by the Vice-President.

ARTICLE VIII - COMMITTEES

The following standing committees shall be appointed by the President within 30 days of taking office. Each committee shall consist of three members, with not more than one member on a committee from any single office. The President may appoint special committees for the benefit of the Subchapter.

1. Nominations and Education Committee

2. Project and Activity Committee (Subchapter President will serve as member of the Committee)

3. Membership Committee, chaired by the Vice-President and consisting of the Local Office Representatives

ARTICLE IX - Committee Responsibilities

1. Nomination and Education Committee shall seek members to run for office. Develop and promote educational activities for the Subchapter.

2. Project and Activity Committee shall develop and conduct Subchapter projects and activities. Such projects and activities will be conducted for the purpose of furthering professional competence and educational advancement of Department of Employment employees and the self-improvement of the individual. Such projects and activities will require the majority approval from the active membership of the Subchapter prior to their inception.

3. Membership Committee shall promote membership and maintain a current record of membership.

ARTICLE X - MEMBERSHIP FEE

A membership fee may be assessed at any time and in any amount as agreed upon by a majority vote of the active members. Any member in arrears for such dues on April 1 of any year shall be dropped from membership until such dues are paid. Any dues shall be paid to the Secretary-Treasurer, except that the Secretary-Treasurer may delegate a Local office representative to collect said dues.

BYLAWS

MEETINGS

The Subchapter meeting will be held once each calendar quarter. The place of meeting shall alternate between the Local offices within the Subchapter, with the hosting office being responsible for program activities. Special meetings may be called at the discretion of the President.

ARTICLE II - QUORUM

Forty percent (40%) of the active members of the Subchapter constitutes a quorum at any quarterly or special meeting. A simple majority of the members of the Executive Board shall constitute a quorum of the Board.

ARTICLE III - RULES OF ORDER

Robert's Rules of order revised shall govern the proceedings of all meetings of this Subchapter.

ARTICLE IV - RATIFICATION AND ADOPTION

This Constitution and Bylaws does hereby supersede and nullify any and all previous Constitutions and/or Bylaws of this Subchapter Association, and hereby take effect upon approval by a two-thirds majority of the membership.

ARTICLE V - LARRY PALMER SCHOLARSHIP

A $50 scholarship will be given annually to a Russett Realm member attending the campstitute. Drawing will be held at the Early Bird Party each year. This scholarship will be given in the Memory of Larry Palmer, who played a major role in the establishment of campstitutes.

ARTICLE VI - ANNUAL ALLOCATIONS FOR SUBCHAPTER GATHERINGS

Seventy dollars will be allocated to help off set the costs of a yearly gathering/meeting of Subchapter members, as the budget allows. This gathering/meeting will rotate from office to office within Russett Realm.

Unless otherwise specified, Robert's Rules of Order, revised edition, shall be used.
