CONSTITUTION
Panhandle Sub-Chapter
Idaho Chapter I.A.P.E.S. Revised 3/1/83
ARTICLE I NAME
The name of this organization shall be Panhandle Sub-Chapter of the Idaho Chapter of the International Association of Personnel in Employment Security.
ARTICLE II - OBJECTIVES
The objectives of this organization shall be:
1) To further the objectives of the Idaho Chapter as stated in the Idaho Chapter Constitution, by encouraging more activity on the Sub-Chapter level.
2) To promote the growth of personal association among all Department of Employment employees, and to provide a forum for discussion and better understanding of problems and methods related to Department of Employment functions at both the State and Sub-Chapter levels.
ARTICLE III - MEMBERSHIP
Membership shall be limited to Idaho Chapter active members, active in the Panhandle Sub-Chapter. The right to vote, make or second motions, place names in nomination, hold office, or serve on committees shall be limited to active members who have paid any amount of money toward current year's membership or activated current collection procedures for payroll deduction of membership fees in the current year.
ARTICLE IV - OFFICERS
1. The
officers of the Sub-Chapter shall be a President, Vice-President and Secretary-Treasurer.2. The Sub-Chapter President shall be charged with the administration of all Sub-Chapter programs, shall preside over all meetings of the Sub-Chapter, shall appoint committees, and shall represent the Panhandle Sub-Chapter on the Idaho Chapter's Executive Committee.
3. The Vice President shall aid the President in the administration of the Sub-Chapter program and in the absence of the President, preside over all meetings of the Sub-Chapter. In addition, he shall serve as membership chairman for the Sub-Chapter.
4. The Secretary Treasurer shall document into permanent record a transcript of all Sub-Chapter meetings and maintain a permanent file of Sub-Chapter business. He shall deposit all district funds in a bank and all disbursements will be by check. Checks will require the signature of any two of the three elected officers. All records, monies and accounts will be delivered to the succeeding Secretary-Treasurer at the close of his term of office.
5. There shall be a Panhandle Sub-Chapter Executive Board composed of one member from each local office in the Chapter, the President, Vice-President, and the Secretary-Treasurer. Each local office shall select its executive board member in a manner of its choosing.
6. The Executive Committee shall have supervisory powers over the affairs of the Sub-Chapter, and shall hold monthly office IAPES education and information meetings. Outcome of these meetings shall be reported to the President.
ARTICLE V - ELECTIONS AND APPOINTMENTS
1. The Sub-Chapter Officers shall be elected for a two-year term to take office on July 1, following their eledtion. Panhandle Sub-chapter elections shall be held on odd-numbered years.
2. Sub-Chapter elections will be held at least 30 days and not more than 60 days, prior to the annual Idaho Chapter convention in an election year.
3. Voting shall be by secret ballot. A simple majority of the votes cast shall constitute election.
4. If, at any time, one name only is placed in nomination for office, the President may direct the Secretary-Treasurer to cast a unanimous ballot for that candidate.
5. In the event the office of President becomes vacant before the end of his term, the Vice-President shall succeed to the office of President. In the event the office of Vice-President or Secretary-Treasurer becomes vacant, the President shall appoint from the membership a successor to fill out the unexpired term.
6. The Local Office Executive Committeeman shall, prior to July 1 of each year, call a caucus of local office members who will nominate and elect a Local Office Executive Committeeman for the following year.
ARTICLE VI -MEETINGS
1. Meetings for the membership shall be held on the dates and at the times and places as designated by the President. However, at least one Sub-Chapter meeting will be held in each calendar quarter.
2. A quorum shall exist, for the purpose of transacting all Sub-Chapter business when the number of members present is equal to at least 2 members of the Executive Board and 2 officers. Meeting notices shall be posted in each office 7 working days before any district or Executive Board meeting or general meeting.
ARTICLE VII - RATIFICATION AND ADOPTION
This Constitution and Bylaws does hereby supercede and nullify any and all previous Constitutions and/or Bylaws of this Sub-Chapter Association, and does hereby take effect upon approval by a two-thirds majority of the membership.

ARTICLE I - MEMBERSHIP
1. Any member who lives in the Panhandle District will automatically be considered a member of this Chapter unless he notifies the State Chapter Treasurer that he wishes to be a member of another Chapter.
2. Any member who resides outside of the District and who desires to become a member may write a letter requesting that he become a member of this Chapter to the Idaho State Chapter of IAPES Treasurer.
3. All members shall have their $10.00 national dues and $8.00 state dues paid before June 30 of each year by cash or payroll deduction. If payroll deduction is to be the method of payment, the State Treasurer will pro-rate out the deduction rate of have it paid in full by June 30 or will pay out the state IAPES fund the national dues and each member will be entrusted to honor their payroll deduction agreement until such funds are paid back to the state IAPES fund.
ARTICLE II - OFFICERS AND OFFICER'S DUTIES
Adopted as in the Idaho State Chapter Bylaws Article II, substituting Panhandle Chapter for Idaho Chapter.
ARTICLE III - RULES OF ORDER
The President shall appoint a parliamentarian at the beginning of each meeting and he shall announce the rules of order that shall be used at that meeting.
Unless otherwise specified, Robert's Rules of Order, revised edition, shall be used.
