CONSTITUTION AND BYLAWS

IDAHO CHAPTER

DISTRICT IV

(Les Bois Subchapter)

INTERNATIONAL ASSOMTION OF PERSONNEL IN EMPLOYMENT SECURITY

ARTICLE I - Name

The name of this organization shall be the "Forth District of the Idaho Chapter of the International Association of Personnel in Employment Security."

ARTICLE II - Objectives

The objective of this organization shall be the furtherance of the objectives of the Idaho Chapter, as outlined in the Chapter constitution, by encouraging more activity on the local level.

ARTICLE III - Membership

Any active or honorary members of the parent Idaho IAPES Chapter in this district shall automatically be members of the district organization.

ARTICLE IV - Officers

1. The officers of the District shall be a President, Vice-President, and Secretary-Treasurer.

2. The District President shall be charged with the administration of all district programs, shall preside over all meetings of the district, shall appoint committees, and shall represent District IV on the Chapter's Executive Committee.

3. The Vice-President shall aid the President in the administration of the district program, and in the absence of the President preside over all meetings of the district. In addition he shall serve as membership chairman for the district.

4. The Secretary-Treasurer shall document into permanent record a transcript of all district meetifigs and maintain a permanent file of district business. He shall deposit all district funds in a bank and all disbursements will be by check. Checks will require the signature of any two of the three elected officers. All records, monies, and accounts will be delivered to the succeeding Secretary-Treasurer at the close of his term of office.

ARTICLE V - Elections and Appointments

1. The District Officers shall be elected for a two-year term, to take office on July l, following their election. District IV elections shall be held on even-numbered years.

2. District elections will be held at least 30 days, and not more than 60 days, prior to the annual Idaho Chapter convention in an election year.

3. Voting shall be by secret ballot. A simple majority of the votes cast shall constitute election.

4. If, at any time, one name only is placed in nomination for office, the President may direct the Secretary-Treasurer to cast a unanimous ballot for that candidate.

5. In the event the office of President becomes vacant before the end of his term, the Vice-President shall succeed to the office of President. In the event the office of Vice-President or Secretary-Treasurer becomes vacant, the President shall appoint from the membership a successor to fill out the unexpired term.

6. The president may appoint any committee necessary to carry on the business of the organization, including a nominations committee.

ARTICLE VI - Meetings

1. Meetings for the membership shall be held on the dates and at the times and places as designated by the President. However, at least one meeting will be held in each calendar quarter.

2. The President shall call a meeting on the date, and at the time and place requested, upon a petition presented to him at least seven calendar days before the requested meeting date and signed by at least 10% of the total district membership.

3. A quorum shall exist, for the purpose of transacting all district business, when the number of members present is equal to at least 25% of the total district membership.

ARTICLE VII - Adoption and Amendment

1. The Constitution and By-Laws shall be adopted by a two-thirds majority vote of the entire District IV membership.

2. Each proposed amendment must be submitted to the membership at a general membership meeting. The proposed amendment, or amendments will lie over until the next meeting. At the next meeting, the amendment or amendments will be voted upon by the membership. A two-thirds majority vote of the membership present and voting shall constitute adoption and such amendments will become a part of the constitution and by-laws.

BYLAWS

ARTICLE I - Dues and Assessments

1. Annual dues shall be such amount as may be assessed by the International Association, plus such additional amount as may be determined by the Chapter.

2. Special assessments may be voted by a two-thirds majority vote of the membership present at any general membership meeting.
