Workforce Development Training Fund

The Workforce Development Training Fund − WDTF − can reimburse employee training costs to eligible companies that are bringing jobs to Idaho, adding jobs through expansion or upgrading skills of current workers who are at risk of being permanently laid off. The fund is financed by employers through an offset to the unemployment insurance tax.

Eligibility requirements

  • Your company produces a product or service that is mainly sold (more than 50 percent) outside the region where the business is located OR the company is in the health care industry
  • The starting wage is $12 an hour or more for the new positions being created OR positions being retained
  • The company provides employer assisted medical benefits
  • The company is increasing its current workforce OR is retraining existing staff in order to avoid layoffs

How to apply

Applications and instructions are available for each training situation. The process is designed for a quick response. Once a completed application is submitted a draft contract will be put together for review by the company. Submit application to your regional business specialist or one of the contacts below.

Frequently asked questions

  1. When does the contract start?

    The contract start date is typically the first day of the month the application is submitted. Training expenses that occurred prior to the contract start date are not eligible for reimbursement.

  2. How long does a contract last?

    A contract is typically written for a two-year period. There is flexibility, but the goal is to assist the employer to provide training quickly.

  3. What type of training is eligible for reimbursement?

    Skills training the new worker needs to be productive in the job. This includes vendor-specific training such as on-the-job training for new systems or equipment, Lean Manufacturing and skill training provided by local colleges.

  4. Can WDTF support soft skills training?

    WDTF does not support new employee orientation or culture training. However, WDTF can support soft-skill training, such as management or leadership training, if it is in conjunction with hard-skill training.

  5. Can employee wages be reimbursed during training?

    No. However, trainer wages can be reimbursed.

  6. Does it matter what size the business is?

    For cost efficiencies we focus on employers who are expanding or retaining more than five positions. Idaho Labor's on-the-Job training program can assist with smaller expansions.

  7. How and when does the employer receive reimbursements for approved training?

    Once a contract is signed the employer will receive required reporting forms that will be submitted with documented training expenses. A reimbursement request can be submitted monthly or quarterly.

  8. Can the contract be extended or modified?

    Yes, the company can request a contract modification stating what changes they would like to make and why. This will then be reviewed by Idaho Labor staff for approval.

  9. Can this training fund be used to upgrade skills of current employees?

    WDTF resources are used to train new employees or current employees that will be laid off otherwise. However, if training is being provided to new employees, we encourage current employees to attend training if it does not impact the cost of training.
